The committee approved Ordinance 14‑49‑2025 authorizing the director of finance to contract with Oriana House Inc. to provide services for supervised pretrial release in Cleveland Municipal Court. Staff said the department’s failure‑to‑appear rate decreased from 42% in 2018 to 24% by the 2024 year‑end. In 2024, roughly 1,732 defendants were monitored by pretrial services; staff also reported that only about 5% of monitored individuals had new criminal activity in 2024. Council members asked about program success measures and client volumes; staff answered that Oriana House provides case management, electronic monitoring and related supervision to keep eligible individuals in the community pretrial.
After discussion the committee approved the ordinance to allow continuation of the pretrial services contract for one year with renewal options.
