The committee voted to approve an emergency ordinance (15‑22‑2025) authorizing a $750,000 loan to Village of Joy Corporation (doing business as Birth and Beautiful Communities) to partially finance construction of a birthing center at 1802 East 65th St.
Economic development staff described the loan terms: a 10‑year loan with the first year interest‑only payments, a corporate guarantee and a third‑position lien on the project site. Presenters at the table — including Jasmine Long (president and CEO) and project manager Robin Brown — said construction has already begun, the project has raised about $13,900,000 to date, and failing to secure the city support would jeopardize $2,000,000 in new markets tax‑credit financing. The team projected occupancy by the top of 2027.
Council members pressed for a capital stack and for clarity about how much the city has committed. Staff said the city has provided or pledged $1,750,000 in support (a $1,000,000 ARPA grant plus the $750,000 loan). After discussion, the committee approved the ordinance to advance the loan request for further action.
Committee members praised the project’s leadership and emphasized equitable development goals for East 65th Street and Chester Avenue neighborhoods.
