The committee approved an emergency ordinance to authorize Cleveland Public Power (CPP) to design and construct local renewable power projects, enter necessary contracts, accept gifts and grants, and employ necessary labor for projects executed through 12/31/2027 (as amended).
The Division of Cleveland Public Power told the committee it is pursuing opportunities to diversify the utility—s power supply with customer‑owned renewable generation and said the ordinance will enable feasibility studies, site selection and funding applications. Councilman Brian Casey proposed and successfully advanced amendments that narrowed the authorized project window from a longer initial horizon to end on Dec. 31, 2027, and that require the director to notify council, through the clerk, upon receipt of each award of funds authorized under the ordinance.
Fiscal and consumer impact: Council asked whether there would be a direct cost to CPP customers; staff replied there is no cost to customers at the time of the presentation. Councilmembers requested vigilance on rate impacts as renewable projects move forward.
Outcome: Amendments were seconded and carried; the ordinance as amended was approved in committee.
