Oconee County approves special-source revenue agreements, easement and code cleanup for utility/sewer matters

Oconee County Council on Nov. 18 approved multiple agenda items tied to economic development and utility infrastructure.
The council completed third reading and approved Ordinance 2025-17, a special-source revenue credit agreement between Oconee County and Bachelor Manufacturing (previously identified to the county as Project Beamer). No members of the public spoke during the ordinance’s public hearing, and the chair thanked the company and staff for the investment and for fostering a pro-business climate.
Council also held second reading of Ordinance 2025-22, which authorizes a special-source revenue credit agreement for an entity identified as Project Joe. The motion carried and the clerk recorded a 5-0 vote in favor.
On infrastructure matters, council approved Order 2025-23 conveying easement rights to Blue Ridge Electric Cooperative Inc. to construct and maintain utility infrastructure at a property on Schoolhouse Road in Westminster (tax parcel 300-00-02-031). Council also approved Order 2025-24 to repeal lingering Oconee Sewer Commission provisions from chapter 34 of the county code; the county attorney described the action as administrative cleanup to remove outdated sections no longer applicable following prior years’ sewer-related changes.
Council members asked clarifying questions about the code cleanup and thanked staff for the administrative work. No substantive public opposition to these items was recorded during the meeting.
