County counsel Steve Elzinga presented an ordinance amendment to Marion County Code chapter 1.25.220 during the Dec. 3, 2025 board session, describing the changes as intended to support reasonable county code enforcement while preventing frivolous cases and to confirm longtime county understanding of the provision’s purpose.
Elzinga read the title for a first reading and told the board the second reading and consideration of final passage are scheduled for Dec. 17, 2025. A commissioner moved to have the title read once only; the motion was seconded and approved by voice vote.
Elzinga described the item as a first reading, informational in nature at this stage, with final action dependent on the second reading and any amendments that may be proposed on Dec. 17.
No public testimony or extensive commissioner discussion on the substance of the amendment was recorded at the Dec. 3 meeting; the board will consider final passage at its Dec. 17 session.
