York County Council on Dec. 15 approved third reading of an ordinance authorizing assignment and amendments to fee‑in‑lieu‑of‑tax agreements related to PDM Real Estate 2 LLC and affiliate PDM US LLC, a project the county previously referred to as Project Forge.

Carol Williams, chief financial officer of PDM US, told council the company started operations in Rock Hill in 2013 and has grown rapidly; she said the company had about 35 employees when she joined in 2021 and "is approaching around 95 employees with anticipation of hiring many more with this expansion project."
