Pulaski — The Pulaski City Council approved a slate of ordinances and resolutions at its Dec. 9 meeting, including final adoption of a food-truck ordinance, creation of a local airport authority and several administrative measures.
The council adopted the food-truck ordinance on second and final reading after a public hearing that drew no speakers. Mister Keith moved to adopt the ordinance and mister Worsham seconded the motion; roll-call responses recorded by the clerk were affirmative and the ordinance passed. Council materials indicate the planning commission worked on the ordinance for about a year.
The council also passed a resolution to establish an airport authority. Council members discussed the proposed selection process — the city and county would each appoint two commissioners and those four would select a fifth — and emphasized a preference to appoint commissioners with industry and management experience. The resolution was moved by mister Massey and seconded by mister Pine and passed on roll call.
On administrative matters, the council adopted a surplus-property policy presented by Miss Davis that standardizes disposal procedures. It approved the annual PS tax-equivalent payment of $1,139,182.41, which the clerk read into the record, and set an administrative fee of $250 for annexation and de-annexation requests to cover notices and publication costs. Council members noted the city charter requires annexations to follow state law.
Other routine items approved included permits for the Giles County Beekeepers Association (May 16, 2026) and Giles County High School (April 11, 2026). The council also discussed two bids for a police 2026 GMC Sierra 2500 and referred those bids to the city administrator and police chief for review.
The meeting included a personnel action: the council appointed and administered the oath to Karen Davis as city recorder. Council clarified Davis will remain responsible for financial records as the CFO while Tiffany will expand duties as deputy recorder and executive assistant.
The meeting closed with an administrative announcement that city offices will be closed the Friday after Christmas in addition to the normal Christmas observances.
What happens next: Several items referred to staff for follow-up, including review of vehicle bids by the chief and city administrator and additional examination of adopted policies as they are implemented.
