County commissions report projects, flag persistent vacancies and quorum challenges

A cluster of county commissions provided oral work plan updates to the Hewlett committee and raised a recurring operational issue: vacancies that affect quorum and the ability to complete commission business.

Commission chairs reported accomplishments and near‑term tasks: the Airport Land Use Commission reviewed general plan and zoning amendments; the Airports Commission met with eVTOL firms and identified maintenance needs at smaller airports; the Historical Heritage Commission processed Mills Act applications and recommended preservation grants; Parks and Recreation highlighted completed site plans and promoted the county’s annual Fantasy of Lights event; Planning Commission work included appeals and a draft EIR for rural zoning; Roads Commission recommended the county active transportation plan and identified upcoming feasibility studies; and the Sustainability Commission is reviewing the Sustainability Master Plan with an equity focus.

Several speakers noted staffing shortfalls. Janice Frazier (animal advisory) and Bruce Peyton (sustainability) said commissions are short two to five members and intermittently lack a quorum; Karen Goss (roads) noted canceled meetings in 2022–23 due to quorum problems and urged supervisors to act on outstanding appointment applications. Committee members responded that staff would look into ways to expedite appointments and consider bylaw adjustments to address youth membership and other quorum issues.

The committee thanked commissioners for their service and asked for continued brief, timed reports to fit the packed agenda. No formal votes were taken on the staffing issue, but supervisors signaled they would follow up with administrative and personnel staff.
