Porch extension at 63 South Ferry triggers front- and side-setback variance request; site visit planned

Representing property owners at 63 South Ferry, Jordan Balvinas of Synergy Design told the Rhinebeck Zoning Board of Appeals on Nov. 19 that a two-foot extension to an existing porch (and a slightly extended stair) will minimally alter the street view but requires area variances for both front and side setbacks.
Board staff discussed the application’s measured front setback (about 39.67 feet as shown in the submission) and whether the change increases nonconformity; staff said enforcement review did not find an increase in nonconformity. The applicant and board confirmed the requested side-yard variance is two feet. A site visit was arranged (board indicated Dec. 13, roughly 10:30 a.m.) and the board noted that some demolitions had occurred without permit and a stop-work order remains in place; the homeowner (Alexander Michelle) was told no construction should proceed until permits and the board’s resolution are in order.
The board emphasized that any work must conform to the plans that will be approved and that planning-board or building-department changes that do not alter variances can be submitted directly to the building department without returning to ZBA. The matter will return to the board after the site visit and the Dec. 17 public hearing.
