Springfield Township SD to seek proposals for construction-management retainer services

At its Nov. 19 finance committee meeting, Springfield Township School District administration proposed issuing a request for proposals (RFP) for future capital planning and retainer construction-management services to ensure the district has sufficient capacity and competitive pricing beyond the current retainer with CHA.

"What we would like to do ... is that, we would like to go out to RFP and go through that process, for future capital planning and retainer services with a construction management firm," Miss Green said, noting the RFP would not displace CHA as construction manager on the ongoing middle-school project. "So again, this would be for future capital planning ... and then putting that person or that group on as a retainer services for anything that comes up that is out of the scope of what Mr. Whatley can provide for the district or any other professional service."

Board members asked clarifying questions about scope and whether CHA’s existing retainer or middle-school role would be affected. Miss Green and other administrators said CHA will remain the construction manager for the middle-school project and that the RFP is a due-diligence step to confirm capacity and pricing for the district’s broader five-year capital plan. "We're not removing CHA or making any changes with CHA for the middle school project," Miss Green said.

The administration plans to advertise the RFP this fall and bring an award back to the board at the January finance meeting so the district can proceed with planning and any required borrowing and cash-flow arrangements for 2026 projects.

Questions about timing for capital work and the five-year plan will be part of the Jan. 28 finance meeting, which will also include a financing presentation from Jamie Doyle of PFM Financial Advisors and an update on other capital projects.
