Council asks procurement to solicit proposals for forensic‑style review of finance department

Chair Shirley Lanier cautioned that the phrase "forensic audit" typically implies potential criminal investigation, and noted that the city has an internal auditor position that will be filled soon; administrators agreed that the council should be clear about scope and intent before commissioning work.
The council agreed — by consensus of at least three members — to have procurement prepare an RFP or request for proposals with options (e.g., single‑department review or multi‑department review) and to route the procurement request through the city’s audit committee for input. Staff committed to return with cost estimates, scope options and a recommended process so the council could decide which departments to include.
