Wells back in service and distribution master plan on fast track, Riviera Beach staff say

City and consultant presentations at the Nov. 17 Riviera Beach Utility Special District meeting described progress on well rehabilitation and immediate distribution priorities.
David Schumann, project manager with Global Tech, told the board that five designated wells have been returned to service and that an emergency generator‑powered well also is completed. “So now all 5 of the wells that we designated for putting back in service are back in service,” he said.
Utility director Joshua Neiman and Brown and Caldwell staff described an upcoming wellfield master plan that will identify which wells the district will invest in, which to abandon, and how to optimize remaining assets. Neiman said staff expects a draft technical memorandum in roughly 45–60 days and estimated consistent operation of 27 wells within about 30–60 days; he also noted 24 of the 28 existing wells are currently operational.
Consultants and staff discussed saltwater intrusion data and noted South Florida Water Management District studies will be consulted to determine whether to drill farther west to avoid intrusion, although regional withdrawal limits constrain the western well field. The board also discussed distribution system work, including pipe bursting and coordination with roadway resurfacing to reduce repeated pavement cuts.
Staff emphasized the need to reduce system water loss — Neiman noted a current loss rate cited in staff discussion and said targeting leak reduction is a priority for the coming months.
