Sumner County delays vote on City of Gallatin IT MOU after payment dispute and questions about server location

Sumner County’s executive committee on Dec. 8 deferred consideration of an interlocal IT memorandum of understanding with the City of Gallatin after members raised questions about server location and an unresolved reappraisal/replacement-fee dispute.

During discussion, committee members said the proposed agreement would place City of Gallatin servers at the county EMS building as a backup site. Several members asked why county facilities would host city servers and sought clarity on who requested the item be added to the agenda. One member said some municipalities had paid a reappraisal-related replacement fee while Gallatin had not, and proposed approval be made contingent on payment in full.

Mr. Guthrie, who the chair asked to explain the agreement, described it as an interlocal arrangement between the Sumner County Emergency Communications District and county government. Committee members questioned the exact EMS location proposed for server housing and whether the arrangement constituted a county obligation to host the city’s equipment.

A committee member identified in the record as Mr. Myers moved to defer the matter until next month to gather more information; the motion was seconded and passed by voice vote. The committee did not take a formal roll-call tally during the discussion.

The deferral leaves outstanding questions about where Gallatin’s servers would be hosted, whether the county would require payment or other compensation, and what technical or contractual safeguards would apply.
