RIVIERA BEACH, Fla. — The City Council on Dec. 3 approved two related items to relocate the Human Resources and Communications departments to Office Suite 300 at the Port Center: a three‑year lease authorizing the mayor and city clerk to execute the agreement (Resolution 165‑25) and a separate relocation funding authorization of up to $350,000 (Resolution 178‑25).
Assistant City Manager Deirdre Jacobs and HR Director Danille DeCoste presented the package, noting the relocation includes a full IT buildout, furniture and a dedicated training room to preserve confidentiality for HR functions. DeCoste said the $350,000 estimate covers infrastructure and a small annual monitoring fee; she told council that the $40,000 Wi‑Fi procurement referenced earlier is a separate item covering park internet.
Councilmembers pressed staff on alternatives, asking whether existing city‑owned buildings (current or future city hall, or space vacated by the CRA) had been evaluated. Staff said current city facilities lack usable office and parking space and that expansion planning for a new city hall will not satisfy immediate needs. DeCoste emphasized operational constraints, including inadequate parking at Public Works and the time required to wait for a new city hall.
Votes: Both resolutions carried; Resolution 178‑25 passed with two dissenting votes (Chair Pro Tem Miller Anderson and Councilperson Spiritus), and Resolution 165‑25 passed with the same dissenters recorded.
What happens next: The city manager will execute the lease and procurement/IT staff will manage the relocation and buildout. Finance will charge relocation costs to identified rental and lease budget lines.
