Riviera Beach to back Jamaica relief concert with limited city resources after council debate

RIVIERA BEACH, Fla. — The City Council voted Dec. 3 to support a free Jamaica relief fundraising concert to be held in Riviera Beach on Dec. 14, approving a contingency allocation of $18,008 to cover city personnel costs for police, fire and parks if organizers demonstrate the event can proceed with other funding in place.
Organizers said the event will be free to the public and designed to collect nonperishable donations and monetary contributions via a QR code that will route funds through the city for distribution to vetted relief partners in Jamaica. Joanna Robinson, event director, said artists and community partners from across the U.S. and the Caribbean want to participate and that many acts have offered their time.
Special Events staff provided an initial internal cost estimate of roughly $48,236.72 for production and city personnel (police overtime for 10 officers plus supervisors, fire, parks and staging). Organizers said artists have committed to donate performances in some cases and that they were actively pursuing sponsorships and hotel partnerships.
Council debate centered on whether city general revenue should be used to support an international relief drive when local needs are pressing. One councilmember said: “I don’t see how we can take $50,000 of the taxpayers' money and go and spend it outside the city,” while others argued the event could raise substantial funds, bring national attention and directly serve a large Caribbean‑heritage population in Riviera Beach.
Motion and conditions: Councilmembers moved and seconded a contingency support package that caps city‑funded internal costs (police, fire, parks personnel and staff) at $18,008. The appropriation will be held contingent pending demonstrable sponsorships/matching funds and confirmation of the event’s insurance and cleanup plan. Organizers agreed to provide cleanup personnel and to secure required certificates of insurance naming the city as an additional insured.
What happens next: Staff will reserve the venue and hold the contingency allocation until organizers show evidence of matching support and compliance with special events permitting, insurance and traffic/safety plans. Councilmembers encouraged organizers to secure sponsorships and said private donations remain welcome.
