The ordinance (No. 4297) — presented at second reading by Clarence Sermons, director of development services — adds a targeted table of violations eligible for civil citations, clarifies the city’s ability to collect assessed fines and makes appeal fees refundable to residents who prevail in challenge proceedings. “Our goal with code compliance is always to get compliance first, not to impose fees and liens,” Sermons said.
