The Shawnee Heights Board of Education voted to approve an amendment to the owner's representative agreement for Phase 2, which the board was told covers construction, design and the warranty period for bond-funded projects. Superintendent Sheila Meggers introduced the item and recommended approval.
Tucker Petticord, who spoke for the owner's representative team, described Phase 2 as "the lion's share of the work over the next 3 years that goes through probably about September to October 2028," and said the contract outlines work "a through double e" to be done now that the bond has passed. Petticord told the facility committee and the board that the primary scope is fixed; additional services would be handled under an hourly clause and brought to the facility committee for any decision about added costs.
Board member Christy asked whether the fee could generate additional expenses; Petticord said any additions would be charged at the stated hourly rate and presented to the facility committee before coming back to the board. After brief discussion, Rosa Cavazos moved to approve the amendment, Rocky Busnitz seconded, and the motion passed by voice vote (6-0).
The action tasks the owner's representative with coordinating contractor onboarding, scheduling, and oversight for the construction run-out tied to the bond. The board did not identify further conditions on the agreement during the recorded discussion.
The board's approval follows prior bond planning steps: contractor interviews are scheduled, and work will proceed under the Phase 2 scope. The facility committee will review any proposed additions to the owner's representative services before the board would consider related expenditures.
