St. Clair Shores council swears in three members and unanimously picks Ron Frederick as mayor pro tem

The St. Clair Shores City Council convened Nov. 17 to administer oaths of office, take care of organizational business and make limited motions.
Judge Marcu administered the oath of office to three council members in alphabetical order: John Karen, David Rebello and Candace Roussy, each pledging to support the constitutions of the United States and the state of Michigan and to uphold the city charter and ordinances.
Following the swearing‑in, Councilmember Rick (Rick/Rebecca var. transcript) Burgess nominated Councilmember Ron Frederick to serve as mayor pro tem; Councilmember David Rebello seconded the nomination. The council approved the appointment by voice vote, announced as 7 to 0 in favor. Mayor and colleagues congratulated Frederick and thanked outgoing and returning members for their service.
Later in the meeting, Councilmember Kieran moved and Councilmember Roussy seconded a motion to meet in closed session under state statute MCLA 15.268(8)(c). A roll call vote was taken; every council member recorded an "Aye." The meeting recessed to closed session.
The meeting included routine proclamations and presentations and no public comments during the audience participation period.
