Council tables downtown signage UDO update after sign-company concerns

City staff presented a three-part Unified Development Ordinance amendment intended to move all signage regulations into Article 5.12, expand permissible secondary-facade sign types in the downtown zone (projection, painted, halo and vinyl-applied signs), and change a small door/entrance allowance to a permit-exempt 10-square-foot threshold.
Staff said the planning board supported the changes and gave examples showing how the amendments would affect a downtown building's allowable signage area. During council discussion, members asked about enforcement and whether notices of violation had been issued for the pictured examples; staff said they had not issued violations to city hall for those examples.
During the public hearing, Lisa Marshburn (Nine One Zero) asked for clearer definitions and simpler, less wordy permit guidance so sign companies and applicants understand what is allowed. Resident Carmen Spicer asked why the changes were proposed; staff responded that the amendments respond to requests from sign companies and are part of the council's annual UDO review. Citing the need to remove confusion and allow stakeholder input, a councilor moved to table the item and asked staff to convene sign companies and interested parties to refine the draft; the motion was seconded and the item was set to be continued after staff convenes a focus group of sign companies and staff.
