Chiron and staff showed the OPEB UAL would fall from about $463 million to roughly $434.5 million if the board adopted a 6.25% rate, a reduction of about $28–29 million. Chiron noted the change reduces liabilities but will increase the city’s amortized contribution over the three‑year phase‑in period by an initial ~$600,000 (growing to roughly $1.8M in three years) because of the amortization method.
Trustees discussed tradeoffs: a higher discount rate aligns assumptions with longer‑term capital market expectations and would provide near‑term budget relief for the city; keeping 6.0% is more conservative and helps funders given the plan’s sub‑50% funding status. Several trustees said 6.0% is the “path of least resistance,” while others favored 6.25% to modestly ease city budget pressure. Staff noted the city typically needs final actuarial numbers for early February reporting, and if the board cannot decide at a regular meeting, staff would pursue a special meeting to act.
No final board vote on the OPEB discount rate was taken at this session; trustees indicated a range of preferences and asked staff and the actuary to provide any additional analysis needed to reach consensus at the next meeting or at a potential special meeting.
