Residents described repeated, sometimes violent, coyote encounters at a city-hosted information session in Cupertino, prompting panelists from the University of California Cooperative Extension and Mid Peninsula Regional Open Space District to recommend neighborhood hazing campaigns, strict attractant control and sustained reporting to wildlife agencies.
"I'm terrorized in my own home," resident Nasim said, describing an attack that killed her 65‑pound Rottweiler and left her avoiding the yard; other attendees reported lost cats and large veterinary bills. Panelists acknowledged the scale and emotional impact of the incidents and emphasized practical steps that residents and neighborhoods can take.
"There is a strong relationship between human food and aggression," said Dr. Carolyn Weitzel, human‑wildlife interactions advisor at UC Cooperative Extension. She told the group she could not provide a city population estimate for coyotes — "I can't give you a number" — but said distribution and boldness have increased in many Bay Area neighborhoods. She and others stressed removal of attractants: secure trash, bring pet food indoors, pick up fallen fruit and remove bird seed off the ground to avoid unintentionally drawing rodents and, in turn, coyotes.
Panelists described hazing as deliberately pairing an unwanted coyote behavior with an unpleasant stimulus to re‑establish fear of people. Matthew Cheney, a wildlife ecologist with MidPen, recounted a patrol‑style hazing program at a regional preserve: "We blasted an air horn and aggressively ran towards them until we had chased them out of the area completely," he said, adding the effort ran for roughly three weeks and coincided with the end of the aggressive behavior on trails.
Dr. Weitzel outlined household and neighborhood measures: keep cats indoors or in a secure catio; accompany small dogs and avoid long retractable leashes; pick up pet food immediately; secure compost and trash lids; install motion sensors and inspect gates and fence gaps. She noted coyotes can jump 5–6 feet and sometimes climb or dig under fences; engineered options include top‑rail rollers and buried 'no‑dig' skirts.
The panel discussed legal limits on removal. Dr. Weitzel said California law allows lethal removal of a coyote that is causing damage to property or livestock, but that the California Department of Fish and Wildlife (CDFW) typically intervenes only when an animal meets the agency's threshold for a public‑safety threat. She cautioned that targeted removal is difficult in practice and often short‑lived because neighboring coyotes may move into vacated territories.
Residents and panelists agreed that neighborhood coordination matters. MidPen and UC staff recommended forming a local hazing or "coyote watch" group, distributing Project Coyote materials on safe, legal hazing techniques, and reporting attacks and sightings to CDFW and county offices so agencies can prioritize response. Vector control staff and a city representative circulated sign‑ups for follow‑up inspections and outreach.
The session ended with staff offering contact information for follow‑up and a reminder that reporting incidents — including calls to 911 for immediate attacks — helps agencies allocate resources and document hotspots. Panelists declined to promise quick fixes, but urged persistent, community‑coordinated hazing and attractant reduction as the most immediately available tools.
