Council introduces Hunt Telecommunication franchise, passes and postpones several resolutions

At its Nov. 3 meeting, the Shreveport City Council introduced Resolution 125 to authorize the mayor to execute a telecommunication franchise agreement with Hunt Telecommunication and moved it to the vote. A fiber company representative explained that so-called “dark fiber” is unlit optical infrastructure and described the franchise revenue arrangement: the franchise language calls for 5% of gross profits to flow to the city once the fiber is lit and generates revenue. The company representative summarized: “Dark fiber is just optic fiber optic that has not... that's been installed but has not been lit ... Dark fiber just means unlit fiber.” Council members asked clarifying questions about when franchise fees would be owed; the representative said the fee is paid when the network is producing revenue.

Several ordinance introductions were read for second reading and final passage (Ordinances 137–146 were postponed as a block); new ordinances numbered 147–151 were introduced, including budget amendments across multiple funds and the bond-refunding ordinance (Ordinance 151). Where motions were procedural or had no extended debate, the clerk recorded routine vote tallies such as 'passes with 5' or 'passes with 6' in the record.
The council did not take final votes on the newly introduced ordinances listed for Dec. 9 adoption. Several procurement-related resolutions instructing the purchasing agent to reject bids were passed, and funding allocations to nonprofits were postponed for later consideration.
