During the meeting the council handled a series of routine but important administrative actions. Council appointed Carolyn Howard and Lucius Merritt Jr. as town representative and joint representative, respectively, to the Blacksburg VPI Sanitation Authority for four‑year terms. Staff introduced the Capital Improvement Program (CIP), a five‑year plan identifying 114 projects and highlighting Draper Road streetscape work, Progress Street under‑deck parking, downtown façade grants, continued transit fleet replacement and EV charging infrastructure, athletic field renovations, and scheduled review and public hearings to occur in January.
