Board approves $3.75 million Axon contract for police equipment and licensing

The James City County Board of Supervisors voted to approve a five‑year cooperative purchasing contract with Axon Enterprises Inc. for police equipment, software and user licenses totaling $3,751,477.

Police staff presented the purchase as a consolidation of multiple existing Axon agreements and described deliverables that include replacement body‑worn cameras, interview room equipment, unlimited cloud storage (evidence.com), connectivity licenses and additional products such as the Axon AI suite, Axon VR, signal sensor and Axon Performance. Staff told the board the contract will be funded through the police department’s operating budgets over the next five fiscal years beginning with fiscal year 2027, and that a non‑appropriation clause protects the county if future funding is not approved.

Staff explained the procurement route used a cooperative purchasing contract issued by Sourcewell (contract 101223AXN) and noted Axon guaranteed the proposed pricing only through 12/31/2025. One supervisor observed the five‑year procurement would save the county “a little over $1,000,000” over previous arrangements; staff confirmed the savings analysis in response to the question and clarified cloud storage for evidence will be provided through Axon’s evidence.com platform.

After brief questions about storage and product features, a motion to approve the resolution authorizing the contract award was made and the board adopted it by roll call vote.

The contract consolidates recurring mandatory costs for digital‑evidence management and adds new products intended to improve training and operational efficiency. Funding confirmation and annual appropriations will be handled through future budget processes.
