The Blacksburg Town Council on Monday approved Resolution 12B25, allowing a former office building at 205 Washington Street to be remodeled into a stacked two‑unit duplex.
Planning staff presented the request, saying the parcel sits in the Old Town Residential zoning district and that a prior conditional use permit approved in 2022 had expired after 18 months of inactivity. Kenzie O'Shea told council the project would return the site to a residential use consistent with the comprehensive plan’s goal of varied housing types outside strictly student neighborhoods, and that water and sewer capacity are adequate.
Tom (architect for TKA Architects), representing the property owner and future purchaser Jack Horner, described exterior and interior renovations that would preserve chimneys and the roof, replace worn siding, add architectural trim, remove ground‑level gravel and replant grass, and enclose dumpster bins. The applicant said the basement would be used for mechanical and storage space rather than as a dwelling unit.
There were no public speakers during the hearing. A council member moved to approve the consented resolution; the clerk called the roll and the motion passed with recorded ‘‘Aye’’ votes from council members recorded in the meeting minutes.
The permit includes staff‑recommended conditions on substantial conformance to the application plan and occupancy restrictions. Construction and any site work will follow the town’s applicable permitting and stormwater requirements.
