JCSA approves contracts totaling roughly $2.24 million for sewer and water upgrades

The James City Service Authority (JCSA) board approved three contract awards aimed at replacing aging sewer and water infrastructure.
Staff recommended awarding a $785,000 contract to Shaw Construction for the Lift Station 6-2 upgrade to improve level-of-service and prevent overflows at the station on Forest Heights Road. The project includes structural rehabilitation, two pumps, electrical work, a generator and variable-frequency drives.
For the Kingsmill force main installation, staff said the existing 20-inch ductile iron pipe (installed in the early 1970s) is approaching the end of its useful life. One bid of $998,000 from Henry S. Branscomb LLC was received and determined by staff to be fair and consistent with engineering estimates; the board approved awarding the contract in the amount of $998,290.
The board also approved a negotiated $456,183 contract with Rummel, Klepper & Kahl (RKK) for design of Kings Point water-system improvements. Staff said the Kings Point distribution system serves about 232 single-family homes, includes roughly 20,000 linear feet of water main installed in the 1960s, and that upsizing lines will increase fire-flow capacity and allow the installation of approximately 152 sewer service connections.
Board members noted the region's aging infrastructure and the importance of continuing capital investment. All three awards passed on roll-call votes.
