Pickens County commissioners approved a rezoning request for a 66.55‑acre parcel identified as Parcel 010029 (RZ191059) filed by Easy Money Ventures LLC, allowing the remaining phase of the Laurel Creek subdivision to proceed as estate residential development.
Staff described the history of the subdivision, explained that the site is designated rural residential in the comprehensive plan, and recommended approval. Staff said the applicant plans to extend county water and install fire hydrants and that staff findings indicate the development is not anticipated to place a financial burden on the county for infrastructure improvements.
David Shouse, managing member of Easy Money Ventures, told commissioners the project will include surveys, soil tests for all proposed lots, and design changes to meet fire‑safety standards (including upsizing to 8‑inch pipe to maintain hydrant pressure). He said roads will remain private and be maintained by an HOA and that utility work to extend water from Jones Mountain Road will be at the developer’s expense.
A nearby resident, Steve Griffin, raised concerns about noise from a nearby gun club and road conditions; Shouse said he had discussed possible road upgrades with the county and offered mitigation measures. After discussion the commission moved, seconded and approved the rezoning by voice vote.
The approval allows the developer to proceed with the phase‑two lots subject to county permitting and any required construction and infrastructure inspections.
