The James City County Board of Supervisors voted to redesignate the Eastern State Parcel C property to a Mixed Use Level 1 designation, a move staff presented as consistent with the comprehensive plan and local Newtown-area studies.
Morgan Reisinger gave the staff report and noted two resolutions in the packet proposing either Mixed Use Level 1 or Level 2. Vernon Getty, representing the applicant, introduced the project team and indicated support for the Mixed Use Level 1 designation. Scott Grafton, vice president of the Newtown Commercial Association and a local business owner, read a letter from the residential association president and expressed support for the revised Westwood plans, noting reduced density and revised commercial components.
A number of residents and association leaders attended and submitted letters in support, staff said. After a brief board discussion, a motion to adopt the Mixed Use Level 1 designation passed on roll call.
Staff said the redesignation would allow development consistent with the county's 2045 comprehensive plan, and that any future projects would still require applicable zoning and site approvals.
