Board approves Liberty Crossing boundary adjustment and rezoning changes that reduce residential cap

The James City County Board of Supervisors voted to approve a boundary line adjustment and companion rezoning and master-plan amendment affecting Liberty Crossing and a nearby parcel at 6429 Centerville Road.
Staff planner Sarah Probst explained the proposal would remove roughly 8,190 square feet from the Liberty Crossing master-plan area and incorporate that land into a private property, while adding other wooded area into the Liberty Crossing perimeter buffer so that there is no net loss of open space. The net effect reduces Liberty Crossing's residential density from 6.37 to 6.11 dwelling units per acre and lowers the previously capped number of residential units from 244 to 234.
According to staff, the boundary line adjustment and rezoning involve exchanging segments of land so there is no overall reduction in preserved open space and no proposed new development on the affected privately owned lot at this time. The Planning Commission recommended approval 6-0 at its November meeting.
The board opened the public hearing; only one public speaker, Chris Henderson, indicated the staff presentation answered his questions and expressed no objection. The board moved for approval and adopted both the master plan amendment and rezoning by roll-call vote.
Staff said future development within Liberty Crossing will continue to follow zoning and the county's comprehensive plan.
