A developer representative from Beacon Partners described prior Apex Gateway projects and outlined environmental commitments tied to this rezoning: preserving 25% of the site as resource conservation area (RCA), prohibiting heavier industrial uses within a 300-foot separation from the Horton Park residential area, expanding stormwater detention above the Unified Development Ordinance minimum, and offering green infrastructure measures such as bioretention and permeable pavers.
Board members asked about vehicular access (Jesse Drive extension), whether the roadway through the parcel would be a four-lane section with sidepaths, the location and timing of traffic signals at nearby intersections, and how the developer's proposed buffers would interface with existing stream buffers. Staff said the future Jesse Drive alignment and utilities are shown in the plan and that stream buffers will remain undisturbed in key areas.
The board moved and seconded the rezoning motion; the board voted unanimously to approve case 25CZ09. The approval applies the applicant's proffered conditions and environmental commitments to the property, and will allow industrial development consistent with the town's employment and office land-use designations for the parcel.
