City to seek proposals to repair/replace leaking public safety building roof; Croft engagement proposed

City staff reported problems with the public safety building roof after a May 2024 replacement by the low bidder; two major rain events led to infiltration and persistent leakage. Williamson and Associates performed an inspection and staff proposed engaging Croft Engineering and Architects to prepare a full scope, draft an RFP and manage procurement and construction oversight. Croft provided a proposal estimated at $37,600 to perform that work.
Staff said the city has made insurance claims and received indemnification on prior water infiltration claims but that the roof continues to leak. Staff also said they are exploring calling the contractors performance bonds or pursuing litigation/negotiation with the contractor, but that to call a bond the city must establish an estimate for proper corrective work.
Council did not take immediate action but supported staffs plan to engage Croft to develop the RFP, obtain competitive proposals, and return with a recommended contract and cost estimate; staff will present a formal request at the next meeting.
