Lincoln Park council approves routine MDOT, Wayne County permit resolutions and several appointments

The Lincoln Park City Council on Nov. 24 approved a pair of routine resolutions authorizing the city to adopt annual maintenance-permit templates for work in state and county road rights-of-way and approved several noncontroversial appointments and honors.
John Kizzoo, identified in the meeting packet as the director of public service, introduced a resolution to adopt the 2026 Michigan Department of Transportation (MDOT) annual maintenance permit by reference and to authorize the director to apply for the necessary permits for work within MDOT road rights-of-way. Councilmember motioned to approve; the resolution was approved by roll-call vote with affirmative responses recorded by Councilperson Ross, Dupre, Bair, Nichols, Zor and Mayor Pro Tem Salcedo.
Kizzoo offered a companion resolution to adopt the 2026 Wayne County annual maintenance permit for municipalities and to authorize city staff to apply for county-road permits. That resolution also passed on a roll-call vote.
The council next confirmed the appointment of David Cruz to the Parks and Recreation Commission (term to expire May 1, 2028). The council also approved a resolution naming Ken Hosslander the city’s honorary blacksmith; Hosslander spoke briefly to thank the council and said he would “do my absolute best to make really cool stuff that the city could be proud of.”
Council approved the consent agenda at the start of the meeting, which included minutes from prior meetings and accounts and claims payable. All motions recorded during the meeting were approved without extended discussion.
What happens next: The permit-authorizing resolutions allow the city’s public-works director to proceed with permit applications to MDOT and Wayne County when crews need to perform maintenance or repair work in those jurisdictions’ road rights-of-way. Appointees and honorary roles take effect as stated in the council’s resolutions.
