Yucaipa council approves three-year contract for new city manager, Dr. Sean Moore

The Yucaipa City Council on Nov. 24 approved a three-year employment agreement to hire Dr. Sean Moore as the city’s next city manager and authorized the mayor to sign the contract.
City Attorney provided an overview of the recruitment and contract terms, saying the city started the search in April, ran a community survey that drew 471 responses and issued a request for proposals that was viewed by more than 71 firms. The city received 11 proposals, interviewed candidates and retained HR Dynamics to conduct the executive search; the council ultimately selected Dr. Moore unanimously. “The recruitment was open for over 30 days and closed on 10/10/2025,” the city attorney said.
Under the approved agreement, Dr. Moore’s three-year term begins Jan. 5, 2026. The contract provides a base salary of $290,000 per year, 40 hours of vacation and 40 hours of sick leave front-loaded to recognize the transition, a $325 monthly automobile allowance, and enrollment as a classic miscellaneous member with a 2% at 55 retirement formula. The agreement requires the employee to pay the 7% employee retirement contribution; the city pays the employer portion. If the city terminates the manager without cause, severance is set at six months' pay but capped by the remaining time on the contract, the city attorney said.
Council members gave the motion a first and second and voted in favor with no opposition recorded. Mayor announced, “I’m pleased to announce for the first time, our new city manager, Dr. Sean Moore,” and invited him forward for a photograph.
Dr. Moore, addressing the council and residents, thanked the mayor, council and community and said he had lived in Yucaipa previously. “I always dreamed about coming and working here and committing my long distances to the Low Desert or to LA. And finally, that dream came true,” he said.
Some members of the public had raised concerns during the public-comment portion about transparency in council decisions and the level of compensation. Richard Hernandez urged clearer communication about canceled commission meetings and transparency in decisions; Ro Randolph said he was "surprised about the total annual compensation for Mister Moore" and called it a "pretty hefty price." Those concerns were noted by council members during the meeting but did not prevent approval.
The council thanked interim city manager Jennifer Crawford for her service during the recruitment and transition. The agreement’s effective start date is Jan. 5, 2026; the mayor said there will be an official reception for Dr. Moore at the beginning of the year.
