Bolton Holdings representatives told the Cameron Parish Police Jury on Dec. 1 that the company is bidding on a large-scale Worley contract to feed an LNG project workforce and asked the jury to allow a commissary at the Family Dollar site at 517 Marshall Street, six custom kitchen trailers and on-site housing for 30 to 50 employees.
The company said the operation would use the Dollar General location as a hub and dispatch six custom kitchen trailers to worksite parking lots, serving contracted clients at scheduled shifts (presenters described service runs at approximately 3 a.m. and 3 p.m.). The presenter said the contract could require around-the-clock service and estimated capacity to deliver up to 8,000 meals per day. Worley was identified as the prime requesting firm; Bolton described itself as one of the bidders for the contract.
Jurors asked whether the trailers would serve the general public or only workers behind site gates; Bolton said its clients would be gated and that the commissary would be a hub for mobile units. Commissioners also asked about the timetable and permitting steps; Bolton said the award was expected in early January and that the company would pursue regular health- and licensing-related approvals and pay requisite fees.
Several jurors raised community-impact concerns. Commissioners asked that any temporary or one-year permit option be evaluated so the parish would not need immediate ordinance changes, and they sought assurances that the proposed housing trailers would be used only for employees and not subleased. Bolton agreed to stipulations limiting rental of trailers to company employees and described evacuation plans in the event of a hurricane: crews would be centrally located about eight miles outside downtown, rotate on 30-day shifts and be able to clear the site in roughly three days when required.
The jury did not grant any permits at the meeting. Commissioners asked staff to review the proposal, inspect submitted drawings and equipment lists, and ensure required approvals (health department, building and fire marshal reviews) before any permits are issued. Jurors said they would expect paperwork on upfitting and site plans before approving any temporary activities at the Family Dollar site.
The presentation included named attendees Tim Bolton and Chris Bolton and referenced Worley as the firm that requested food-service support for the LNG work. The jury invited the company to furnish additional documentation and sign any stipulations the parish deems necessary before permits or temporary operations could be authorized.
