Council approves grant acceptances and schedule items; public seeks clarity on budget insertions and legal-services timing
Summary
Council adopted multiple resolutions to accept grant funds (including a community-energy planning grant and arts/education grant) and to set 2026 calendar dates; public commenters asked why several budget insertions were listed as 2025 appropriations and why an election-related legal-services contract is in effect now rather than closer to the May election.

The Newark Municipal Council on Dec. 3 adopted a series of resolutions to accept grant funding and set municipal schedules for 2026. The clerk described resolutions 7R1D–G as application acceptances for grant awards, including the New Jersey Board of Public Utilities Community Energy Planning Grant and arts-and-education funding; council adopted those items by roll call.
Council also adopted budget-insertion resolutions (7R1A–C) described by the clerk as budget insertions for the Brick City Peace Collective grant, a 2026 anti-violence out-of-school youth project and Martin Luther King Jr. Boulevard corridor enhancements. The clerk said grants received by law must be inserted into the budget.
During public comment Deborah Salters asked why 7R1A (Brick City Peace Collective, $1,000,000 appropriation) and 7R1B (2026 anti-violence out-of-school youth, $2,000,000 appropriation) were listed with 2025 budget years and why the resolution text referenced funds "submitted under separate cover." She also questioned why a legal-services contract for election matters would be exempt from public bidding and why the contract period begins in November rather than nearer the May election. Council President Crump responded that the budget has been passed for 2025 and that grants already received by law need to be inserted into the budget, which is why the resolutions appear now.
Council also approved resolutions to establish 2026 premeeting and regular meeting dates and the municipal holiday schedule, and it authorized the annual Holiday Parade of Lights.
