Manhattan Community Board 2 took multiple procedural and substantive steps on Nov. 18 as it processed a lengthy liquor‑license agenda, hashing out hours, occupant caps and outdoor seating limits across several applications.
Key outcomes and committee directions recorded during the meeting included:
- Silver Spurs / LaGuardia transfer (formerly Morganstern's): applicants proposed large outdoor seating; after public feedback the committee and applicant agreed to a scaled package: inside hours reduced to 1 a.m. seven nights a week, outside seating curtailed (sidewalk cafe reduced to 40 seats) and roadway seating limited (20 seats) with no sidewalk furniture on West Houston; outside operations to end earlier (10 p.m.). The applicant agreed to meet with the block association (BAMRA) and provide follow‑up materials to the committee.
- Marlowe Table LLC (334 Bowery): applicant asked for later hours; committee expressed concern about extending to 2 a.m. seven nights a week and suggested narrower hours; applicant offered flexibility and will confer with neighbors; committee emphasized soundproofing commitments and staff contact information for neighbors.
- Chipotle restaurant wine applications (3 locations): the committee reviewed method of operation, bathroom access and confirmed beer‑and‑wine classification, background recorded music only, 10:45 a.m. to 11 p.m. hours; no outside space.
- Madame X (corporate ownership change): committee heard history from owner and accepted a corporate change application as non‑substantive pending administrative paperwork.
- Hyper Interactive Games (302 Bowery): the committee deferred a final recommendation pending enforceable stipulations and independent verification of sound mitigation (see separate article).
In each case where residents raised noise concerns, the committee asked for explicit, written stipulations that can be enforced by the SLA (manager contact information, no outdoor wait lines, limits on amplified bass, and a requirement for independent testing or verification). The committee also repeatedly recommended that applicants consult with local block associations prior to returning for a final resolution.
What this means: the board’s approach at this meeting combined case‑by‑case negotiation with an emphasis on enforceable stipulations and independent verification to make licensing decisions more readily enforceable by the SLA and responsive to resident concerns.
