BLYTHEWOOD, S.C. — After an executive session on Nov. 24 the Blythewood Town Council authorized staff to pursue contracts with Parker Poe: one to perform a business-operations optimization analysis for Manor operations (phases 1 and 2) not to exceed $52,000, and another to provide executive-search consulting services for the town manager recruitment. Councilmembers said the executive-search funds are budgeted in the 2025–26 budget.
Process and authority cited: Council entered executive session under South Carolina Code §30-4-70 to discuss negotiations and proposed contractual agreements. After closed-door deliberations, the council returned to open session and moved, seconded and approved motions to proceed with the Parker Poe engagements, with direction to return contracts for council review or to proceed as presented (transcript records discussion about bringing contracts back for signature or review at the Dec. 15 meeting).
Why it matters: The Manor analysis is intended to assess operations and present recommendations to achieve financial breakeven and an operational business plan as requested by the interim town manager; the executive-search engagement will support recruitment for the permanent town manager as the town implements the council–manager form of government.
What was approved: The transcript records a motion that the town enter an agreement with Parker Poe for the Manor analysis in an amount not to exceed $52,000 for phases 1 and 2; the council also approved entering a consulting agreement with Parker Poe to conduct an executive search for a town manager and noted funds are budgeted for the search in the 2025–26 budget.
Next steps: Staff will bring contract language back to the council for review at the Dec. 15 meeting (or follow the procedure the council directed), and project phases, scope and payment terms will be executed per council direction.
Transcript provenance: Executive-session authority and the motions authorizing Parker Poe are recorded in executive-session items and open-session motions following reconvening.
