Commissioners order Musgrave Road closed, approve routine bills and personnel moves

The Wichita County Commissioners Court unanimously approved an order to close, abandon and vacate a 0.65-acre segment of Musgrave Road and to vest title in the abutting owners, citing maintenance savings for county taxpayers. "As the precinct 2 commissioner, I'm not gonna turn down any option to get rid of more road to take care of for the county taxpayers," Commissioner Buchanan said during the public hearing where the landowner's survey and fee payment were noted.
The Musgrave Road action invoked Texas Transportation Code §251.058, and the court recorded that electric and other utility easements that run through the right of way will remain preserved for carriers and service providers.
Votes at a glance: the consent agenda (12 items, with clarifications for item 6 — payment terms for assistant public defender Kiara Vaughters — and item 8 — department 409 funding for the safety-awards luncheon) passed 5-0; bills for payment and payroll disbursement were approved 5-0; minutes of Nov. 18, 2025 were ratified 5-0; the tax assessor office salary realignment for one month and the addition of a software support engineer position (effective Dec. 12, 2025, at $59,160 annually) also passed 5-0. The court took generator bids under advisement and asked staff to return next week with installation estimates and a grant reconciliation for TDHSEM/FEMA funds.
Several procurement and facilities items (RFQ for Birkbeck Annex, contract-management software, cemetery fencing and an annual building-maintenance report) were tabled for additional detail or pricing and placed on next week's agenda. Emergency-management staff briefed the court on current KDBI indices and recommended against imposing a burn ban this week; the court will revisit weekly or if fire chiefs advise action.
Next steps: county staff will record the Musgrave Road order and update the road inventory for the 2027 budget recalculation, prepare generator bid comparisons and final installation cost estimates for the following meeting, and finalize payroll and position updates in coordination with the county auditor and HR.
