Finance Committee endorses Barr Foundation transportation planner grant; MassDEP recycling award also recommended

The Finance Committee on Dec. 1 recommended that the City Council accept two grants aimed at transportation planning and solid-waste programs.
CFO Troy Clarkson said a $175,000, three-year grant from the Barr Foundation will fund a transportation planner who will sit with DPW and coordinate with Planning, the Old Colony Planning Council (OCPC) and Brockton Area Transit (BAT). DPW Commissioner Pat Hill said the planner will help manage multiple projects including a $7,800,000 grant the city expects for a downtown conversion from one-way to two-way. "This planner will kind of coordinate between all those parties," Hill said.
Commissioner Hill also presented a roughly $68,000 award from the Massachusetts Department of Environmental Protection (MassDEP) based on recycling performance. He said the MassDEP funds are typically used to replace barrels, fund outreach and upgrade CCTV cameras to deter illegal dumping; he noted Brockton's annual trash tonnage is "about right about 25,000 tons." Councilors asked about the grant term and what the planner would do; the committee recommended both grants favorably.
Both items now go to the full City Council for final acceptance.
