The Grand Island Planning Board approved a special use permit allowing house‑plant sales by appointment at a residence on 34 Island Park Circle.
Applicant Forrest Proper told members he began with a hobby of a few dozen plants and now maintains about 1,000 plants, typically listing stock online and operating by appointment only. He said most propagation and sales would be managed from inside the home and small greenhouse boxes; he expects to have between roughly 100 and 200 plants available for sale at any given time.
Board members asked whether any exterior sales or agricultural licenses would be required; the applicant and other participants said there were no agricultural licenses needed for strictly house‑plant sales and that the operation would not be generally open to the public. The board moved, seconded and approved the special use permit by voice vote.
The approval allows the applicant to signpost or list a pickup location but requires the operation to remain appointment‑only and limited to the interior growing spaces the applicant described.
