Speaker 3 and Speaker 2 discussed a proposal from ARC Industries to create photographic mapping of town facilities and the costs and tradeoffs involved.
Speaker 3 said the vendor quoted $5,000 per facility and an ongoing subscription '$2,000 a year,' and Speaker 2 clarified that two facilities would make the initial investment $10,000. Board members raised repeated concerns about the subscription model and whether the town would realize value after paying the ongoing fee. 'We're gonna invest $5,000 per facility,' Speaker 3 said, 'and if we're not gonna keep it, it's money that we've been—' and urged the board to be cautious about recurring costs.
Speaker 1 said staff should get written input from department heads Cody and Tim to determine whether the tool would be used operationally, and suggested exploring a one‑time photographic deliverable rather than a subscription. 'Why don't we table that with any annual cost out of the department?' Speaker 1 said, asking staff to return with options. Speakers discussed the possibility of piloting the service for the sewer plant only to reduce costs.
The board did not take a formal vote on the proposal during this workshop. Members asked staff to provide a written recommendation that includes: estimated one‑time costs for a static photographic product, recurring subscription pricing, which departments would use the service, and an estimate for staff time to manage subscriptions or to perform site visits instead.
The discussion also noted the proposed funding source: the town's technology fund, which receives Spectrum franchise fees, and whether that fund is more appropriately used for community‑facing technology versus recurring operating costs.
