The Grand Island Planning Board granted a special-use permit allowing Forrest Propper to sell houseplants from his residence at 34 Island Park. Propper told the board his hobby has expanded from a few dozen plants to roughly 1,000 plants in cultivation and that sales are conducted primarily online and by appointment; he said the operation would be interior-only and not open to the general public for walk-in sales.
