City staff recommended that the Municipal Council award $509,940 in CDBG-CV (CARES Act) funds to the Department of Health and Human Services Division of Injury Prevention to purchase a recreational vehicle that will deliver hygiene services, outreach and resources to vulnerable and unhoused people in Jersey City.
The Division of Community Development described the vehicle as a mechanism to provide hygiene support, resource navigation and outreach. Staff asked the council to prioritize the award because the funds must be expended by 2027; awarding the funds, staff said, would allow HHS to put the project out to bid in 2026.
Staff also presented two Community Development Block Grant Public Facilities proposals: Hudson Community Enterprise for elevator modernization at an estimated project cost of $395,000, and St. Paul’s Center of Caring for facility rehabilitation at an estimated $198,000; both were recommended for award based on LMI benefit criteria in the CDBG program.
