The Apex Planning Board on Aug. 11 approved amendments to the town’s transit plan map and bicycle and pedestrian system plan to reflect the Apex Mobility Hub plan and to improve access to a proposed hub near East Moore Street.
Planning staff said the mobility hub concept identifies a future rail and bus transit center near East Moore Street adjacent to the railroad corridor and that the proposed plan amendments shift the transit center designation from a location on CSX property to the East Moore Street site identified in the Mobility Hub Plan. The amendments also add side paths and connections between the downtown strollway and the proposed hub, and identify potential grade‑separated crossings to allow safe crossings between east and west sides of the tracks.
Staff noted the recommended amendments are conceptual and that detailed design and right‑of‑way needs will require further study and coordination with property owners, CSX and NCDOT. The presentation said phase 1 (the mobility hub site work, repaving, restroom, bus pullouts and parking) does not have committed funding but that the Wake Transit Plan has set aside funding for mobility hub opportunities and the town is advocating for Apex’s consideration.
Board member Alyssa moved to approve the transit and bicycle/pedestrian plan amendments; Preston seconded. The motion passed unanimously.
Staff said adding the amendments to the town’s adopted plans allows the town to better coordinate with developers and funding sources and to pursue future design and implementation work as funding becomes available. Further design steps and coordination with state and rail partners will be needed before any construction or property acquisition occurs.
