The Anacortes City Council on Monday authorized a three-year collective bargaining agreement with Teamsters Union Local 231 that the union ratified Dec. 4.
City staff told the council bargaining began in September and a tentative agreement was reached Nov. 21. "Bargaining for this contract began in September 2025, and I'm pleased to share with you that we reached a tentative agreement on November 21," a staff presenter said.
The agreement covers roughly 98 employees in a wide range of functions, including fiber, finance, library, parks, planning and public works. Key economic items listed by staff include wage adjustments, meal reimbursement for unscheduled emergency overtime, SCADA call-out pay, an on-call pay adjustment for wastewater-treatment operators, a boot allowance for facility technicians and increased commercial driver'license reimbursement.
Staff presented cost estimates tied to those changes: a single-year increase shown as "$1,092,000" and a cumulative, three-year estimate of "approximately $2,260,000." With council approval, staff said the contract is intended to take effect Jan. 1, 2026.
The council recorded a roll-call vote after a motion to adopt Resolution 3198; all members voting answered yes and the motion carried. No other amendments or conditions were recorded in the meeting minutes.
The council packet indicated the city posts collective bargaining agreements online for public review; staff said completed agreements are available on the city's website.
