The Middleton Landmarks Commission adopted a draft sponsorship policy to guide support for historical-marker applications, clarifying the criteria a site must meet and setting a limited funding approach for application fees.
Staff presented a draft that relies on Wisconsin Historical Society criteria and the commission’s local criteria. Commissioners debated whether to require one or two matching criteria from the state and local lists; after discussion, members left the state threshold unchanged and focused revisions on local procedures and funding. The commission amended the draft to: support application fees up to $250, use a first-come-first-served approach for that fee support (subject to an annual cap), and ask applicants to complete the Wisconsin Historical Society pre-application first so the commission does not expend funds on applications unlikely to proceed.
One commissioner said, as summarized in the meeting, the pre-application step will make sure “$250 doesn’t go down the drain.” Another member suggested the commission could refer applications to city council for additional funding if the annual cap is exceeded. Following motion and second, the commission voted to adopt the draft policy as amended.
The adopted policy sets procedural expectations for supporting Wisconsin Historical Society and local markers, clarifies funding limits and an order-of-operations (pre-application then commission commitment), and tasks staff with circulating the pre-application form and implementing a first-come-first-served handling of application-fee support. The commission asked staff to return the final language and implementation details at a subsequent meeting.
