"The National Register is purely an honorific designation," said Elizabeth Hilton, the State Historic Preservation Office's National Register coordinator, summarizing what listing does and does not do. She and Jason Tisch, an SHPO outreach official, emphasized that National Register listing alone does not impose new local permitting requirements or force owners to open properties to the public.
