Council approves purchase of small parcel to protect drainage near 25th and Scott

The City Council approved the acquisition of a small, residentially zoned parcel from Leesburg Properties to protect a drainage channel identified as Tributary 44. Staff said the parcel (lots in Block 44 of the Wittenberg Addition near 25th and Scott streets) contains a drainage ditch that contributes to downstream drainage through Hannibal Park and that purchasing the property would allow the city to protect and maintain the ditch.
Staff reported negotiating a purchase price of $18,000 and proposed the parcel be retained in the city’s inventory and maintained to preserve drainage integrity. During the public hearing local resident Larry Wilkin said he owned adjacent property and asked the council to consider vacating a platted Bell Street between 24th and 25th; staff responded the proposed apartment parking would be on vacated 25th Street (not the Leesburg parcel) and engineering review is ongoing.
The council voted to adopt the implementing resolution (Resolution 76-79) approving the sale documents; the motion carried 7-0. Staff noted the parcel is currently listed as residential and prior attempts to rezone to commercial were not successful due to location and setback constraints from the drainage ditch.
