Anacortes council approves janitorial and sewer pump-station contracts, rejects unit-price fiber bids

CSO pump station: Mister Lee presented a construction contract for a CSO pump station at the wastewater treatment plant to address sanitary sewer overflow events and maintain compliance with the NPDES permit. Staff said the low bidder came in substantially under the original estimate. The council approved contract 21025SEW003 (bidder name stated in the motion as Strata Construction, transcript also references Strider/Strata/Strider in earlier remarks) after a motion by Mister Walters and a second by Mister Young; the motion carried.
Fiber bidding resolution: Staff (Miss Hsu) asked council to adopt Resolution 3190 to reject all bids for the unit-price fiber general-contractor services contract so staff can reissue the solicitation with more representative unit quantities (for example, 500 feet or 200 splices) to better capture emergency-callout costs. Councilmember Young moved adoption, Mister Fantini seconded, and the resolution passed unanimously.
Votes and contract identifiers: The janitorial contract was recorded as contract 2503013FAC001. The CSO construction contract was recorded on the agenda as 21025SEW003; staff also referenced a low bid from Strider Construction during the presentation. Resolution 3190 formally rejects bids received 11/13/2025 for solicitation 25-216-FBR-001.
Next steps: Contracts will proceed to execution per standard procurement procedures; staff noted the CSO pump station is funded by an interfund loan previously approved by council and that construction will reduce public-health risk during heavy rain events by conveying influent flows and preventing trunk-line overflows.
