Utah County holds public hearings on 2026 budget and possible executive pay increase

The Utah County Commission on Dec. 3 opened public hearings on the 2026 general fund and related budgetary funds and on a budget that could include a potential compensation increase for county executives.
Ralph Barnes, identified in the meeting transcript as a county staff member, told commissioners the statute cited in the agenda is incorrect and should be updated to 17-66-401. He said the statute requires a hearing whenever money in the budget could be used to increase pay for county officers. "I don't anticipate that recommendation being any higher than, you know, 2%," Barnes said, adding he will present a recommendation in January and that the commission will decide whether to act.
Commissioners invited public comment during both hearings; no members of the public spoke. Commissioners moved, seconded and carried motions to open and then close the hearings.
The staff explanation clarified that some line items already in the proposed budget could be used for increases to department heads or other county officers, but any final action on compensation would require subsequent commission approval based on up-to-date data, according to Barnes. The commission asked staff to return with a data-driven recommendation and deferred final decisions until that follow-up.
Next steps: staff will prepare and present a compensation recommendation in January; the commission did not adopt any pay changes at the Dec. 3 meeting.
